Residents and civil defense members look for survivors at a damaged site after what activists said was a barrel bomb dropped by forces loyal to Syria’s President Bashar al-Assad in the Al-Shaar nighbourhood of Aleppo, Syria September 17, 2015.Commenting on the agreement reached last week among the US, Russia and other world powers for a temporary cessation of hostilities in Syria, Assad said, “Cease-fires occur between armies and states, but never between a state and terrorists”.”They are saying they want a ceasefire in a week”.Who is capable of bringing together all these conditions within a week? “Practically, talking (about a ceasefire) is hard”, he said, according to a transcript of his comments published by state news agency SANA.
